Consider that those might not be phases, but instead might be targets.

When I think of “phases”, I think of something more like this:

1. Identify targets.
2. Get their testimony/statements
3. Compare with actual facts.
4. Prepare indictments.
5. Arrest and try for crimes.

or something like that.
