Without reading the entire email, I can only speculate. It was a CYA for the group and especially for Rice and BHO. The “do it by the book” was window dressing, to make it look like BHO wanted to make sure he was on record of following the law. The “if there is any reason that we cannot share information fully as it relates to Russia” is there to support the (conspiracy) investigation that Trump was colluding with Russia to fix the elections and why BHO did all the things he did to “save America”.
It would be interesting to search Rice’s emails to see how many times in her tenure that she posted emails to herself and the contents of those emails. A very different light shall be cast if this was the only one.

Since I started getting email regularly 20 years ago, I have never sent myself an email covering a meeting 15 days old. One would have difficulty remembering anything clearly over that time span if you didn’t have notes, and you had a lot of meetings as Rice surely did and I have had.
