Back in my Q clearance days in the 80’s it was done by the Office of Personnel Management. They would go around and talk to all of your friends, family, and neighbors.

The initial screening was done by contractors

My daughter has a friend who does this for one of the private contractors. His resume prior to that consists of fry cook at Wendy's and doing desktop support for a local government.

His main qualification was that he was willing to move to a remote West Virginia town where this job was located, thanks to the largesse of the late Robert C. Byrd.

Yep. While at MIOBC and MICCC, my observations to the 901st and 902nd were “round filed”. Reports: infidelity, lying to your superior officer, bringing electronics into SCIF, foreign born spouses, anti American feelings, etc. They just didn’t care.

The Clinton Administration, from the aides up to the President and First Lady (and everyone in between) not only DID NOT comply with security requirements, they openly, and with the full approval of everyone at the top, ignored, ridiculed, and flaunted security requirements.

There were people who worked there for years on temporary passes!

In the 70’s many security checks were done by DODNACC department of defense national agency check center. Army administered, field agents talked with lots of people. Drugs, alcohol, mental health, criminal records and more such as close relatives in foreign countries or having relationship to questionable organizations and you got no clearance!
