I havent read the entire bill word for word but skimmed through it and did some key word searches and couldnt find anything in it that states what the article claims. Perhaps someone can take a look as well?

Search for the words “young person” in the document. Look at the prohibitions and punishments for anyone who distribute, sells or possesses these banned substances to “young person”
Then then look for the phrase “young person means” ( i.e., how the bill defines a young person ).
Here are some of the relevant section (s):
young person means:
(a)for the purposes of sections 8, 9 and 12, an individual who is 12 years of age or older but under 18 years of age; and
(b) for the purposes of any other provision of this Act, an individual who is under 18 years of age. (jeune)
