No way. The unanswered questions raised by the meeting - as it stands right now - throws Biden under the bus just by virtue of participation and gives every chance to a 2020 primary challenger (particularly a non-Beltway progressive like Karamela) to use it as a wedge issue.
No, if it didn't happen, Rice would have excluded Biden, as he didn't need a cover story. Now, he does.
Also note that the Senate holds all the cards now with their memo (supported by direct and mostly perjured testimony); and Biden was a senior Senator to both Grassley and Graham.
Now we see how far the supposed comity (or is it Comety) of the Senate really goes...
