The mayor would give them zones to prey upon the citizens like she gives rioters their space to riot. Sort of like the five mafia families divide up New York area to control.

I’m convinced the circle of corruption is something like;
Politicians allow the Mob to manage the drug runner/gangbangers and both get a cut of the action.
...so they can’t let the cops get in the way of bidness.
(oh....and some of the cops are running ‘protection’ also)
It’s quite sad, i have friends who live in fellsw point and fed hill, these are old historic neighborhoods which were always touristy enough to be quite safe... at least half of my contacts are planning on selling their townhomes. One couple has to stay in the city, but they’re moving to a secure luxury high rise with garages.
But it’s not just safety, Baltimore is headed for a downturn... Planks Under Armour performed badly and his proposed development project is being sold so I’ve heard many investors rethinking projects and looking elsewhere in the DC Metro area.
