Good thinking but don’t forget that this killer had no parents when he went on his rampage.
He was a mess before they were gone. The mom died last year, and he’s been in trouble for some time before that. He’s a bad nut. Has been for awhile. The bigger problem here is that all the people close to him who reported him, and the authorities failed. That’s where there must be immediate action.

But he was destroyed with psychotropic drugs - and was screaming for month to be stopped.

In fact, as Ch 2 WCGH reported in 2009, “One study shows a quarter of all children on drugs such as Paxil and Zoloft become dangerously violent and/or suicidal.”
He had parents during his formative years. Somebody was calling the police to their home. They were failures at parenting before their deaths. That’s sad, but true.
