The law is consistent. If you have money or connections to power you always get a better deal than Joe the Plumber. That is as consistent as it can get. The trick is in knowing if you are in that group or not, most aren't.
So, DACA illegals have no money but do have connections to power, while legal Russian disrupters have money but no connections to power.
