The basic issue is a simple one; for the U.S. NAFTA has a fatal flaw. Canada and Mexico are used by China and Asian nations as a way to work-around direct trade with the U.S. and use NAFTA as a backdoor into the U.S. market. It works out great for Canada and Mexico, but terrible for the U.S.
We always knew there was a generally good trade strategy visible from POTUS Trump, but it needs to be said that NO-ONE realized just how well thought out it really is. Now I know what this guy does instead of sleeping

YES! First of all, Customs -ICE has to have a complaint, and evidence, that a product is being improperly shipped from China origin, mislabeled in Mexico or Canada, or has incorrect percentage declared Canada/Mexico content to fall under NAFTA rules
Then Customs-ICE have to decide to investigate, and then conduct an actual investigation. This bureaucratic process can take several years, and is also wrapped up in politics.

NAFTA was the first phase of turning Canada, the US, and Mexico into the western version of the EU. The next phase would have been open borders and one currency.
