Yes, it is, but with federal coercion. Any state that does not have a minimum drinking age of 21 doesn't receive federal highway funds.

That is the theory. In practice if a state allows under 21 drinking they will be threatened with loss of federal highway funding.

Feds use federal funding like a hammer to get states to conform.
