In Washington, expansion is $2.8 billion over budget; enrollment has exceeded projections by more than 330,000 able-bodied adults.

This a false assertion. Nobody knows how many "able-bodied" adults are enrolled. Case in point: Myself, who was enrolled prior to entering Medicare. I was most certainly not able-bodied, although have an occasional good day and am getting better. There are many more who do not show up on disability rolls but are, at best, marginal for employment. The claim of a huge number of able-bodied adults is fake news from the right.

But why did Congress enact the ADA? Wasn’t it to allow people with ‘marginal’ difficulties to be accommodated?

I think we’ve all seen articles where the police - who are allowed to retire at a much younger age than the rest of us - are given an additional allowance for trivial things that are really no disability. It’s one thing to be able to not do a particular kind of work & another entirely to say there is no work that a disabled person can’t do.

How many trillions in debt do we have to be before we require EVERYONE to do SOMETHING on their own behalf? We are bankrupting both the states & the country trying to do an impossible task. In the end, families will have to take care of their own, the way they used to. As soon as we run out of “other people’s money.”
