The old procedure was to wait for back-up, secure the scene, set-up a command post, etc., before going in to an active shooter situation.

But that has changed since Columbine. The lesson of Columbine is that the cops cannot just set up outside and wait it out, because while they are waiting, kids are literally dying.

All radio traffic to and from on-duty police is normally recorded.

It will be interesting to know if that is the case in the Broward County Sheriff’s Office.

Yes, after Columbine LE rewrote the protocol. It's called active shooter and LE around the country are trained to go in armed and engage the shooter.

Except in Coward County, apparently.

The lesson of Columbine is, as Shakespeare put it,

"Desperate ills are by desperate measures cured
or not at all.”

When a murderer is shooting undefended children, you can’t expect to minimize casualties by playing it safe. And if that means braving a possible ambush, and if that means risking friendly fire casualties - well, it is what it is.

In the case of the football coach, it meant “going in” with neither the armament nor even the armor that the deputy sheriff who was “establishing a perimeter” had.

Sheriff Israel said that his deputies were well trained, but he also said himself that the school guard shoulda gone in. And yet that guard and three other deputies were sure they were following instructions when they did nothing of the sort.
