Israel doesn't speak Arabic. Using one phrase of greeting and saying it badly indicates to me that he does not speak Arabic.

His deputy uses a few phrases over and over again. It is hard to tell how much Arabic he can speak.

Nice to see somebody use an ugly (but dumb) journalistic trick to make the bad guy look bad for a change anyway. That is, reporting that the guy was ‘speaking Arabic’ when all he said was a common greeting that even I know.
