why was management of those statistics sufficient for him to remain employed for so long..?

because so many power holders in that county were insulated from the actual effects of those policies.

It’s basically a Florida version of what Victor Davis Hanson elucidates in the case of California:

that there are two Lifestyles; one for the very rich and very liberal who live in gated communities, away from the consequences of the liberal policies they Lobby for, and then the ordinary people, who have to live with the effects of those policies and get shot.

Just such a condition was projected by one season of the Wire. The politics in Baltimore absolutely controlled the police leadership to the point the police were effectively prevented from police work.

The actual police on the job tried to act but were repeatedly thwarted. Some gave in and ate donuts.
