Secular, such a difficult word. I would suggest that a non officially religious government can exist without being a fraud, though I can't think of an example not based on religion. I'd suggest "intersectionality" is inherently a fraud as it's based on a lack of belief system, and should be an embarasment to today's progressives. For better or worse, Communists had a secular belief system, as did National Socialists, anarchists and others. Immoral, but a belief system. Secular, no religion as that Beatle guy said.
