Tariff makes foreign steel more expensive and provides incentives for US manufacturers to increase production by reopening old plants ans builds new ones because their products can be cheaper and favored.

But if the demand from the defense industry is already there then why didn't domestic suppliers expanded production to fill it? Isn't the defense industry supposed to give preference to U.S. firms?

The means of production was not active due to the market share by foreign firms.
