The coalition which includes dozens of organizations that represent architects, engineers, planners, and conservationists [are seeking to] continue a grant program that provides technical assistance for communities. Seems like a good way for them to enrich themselves.

Actually, this is a somewhat rational idea. Climate change is real -- it's just not caused by humans, nor can humans control it. In the 300K years or so that our species has been around, we've survived by adapting to enormous changes in climate.
Humans survived the most recent Ice Age and adapted to many other natural changes in the world's climate, from post-Ice Age flooding and the rising of ocean levels, to desertification.
An even more rational solution would be to prevent people from building in natural floodplains, areas prone to mud and landslides, coastal areas where huge tidal storms routinely wash away cliffside buildings, limestone areas riddled by sinkholes, etc. But since this is human nature we're discussing, rationality doesn't stand a chance.
