Two reasons. The criminal leak statutes are darn narrow. I haven't noticed much comprehension of the details of that in posts on FR, in fact, my impression is the place is totally ignorant of the law on that point.
The other reason is RHIP. The system protects its power players, in part by design but mostly by mutual courtesy.

Nothing will happen. All prosecutions must go through the swamp bag man, Sessions.Actually, that is incorrect. As a retired general officer, LtGen Clapper (USAF, Ret.) may be recalled to active duty and court-martialled under Article 2 of the Uniform Code of Military Justice (UCMJ) for serious offenses committed after his retirement. It's a dirty little secret, and it's the law.
