Article 1 Section 8, Congress shall have power "To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures".

It's one of the few things that is actually their job.

Oh, a law is needed so if it is implemented, the change would be uniform across the state. If they want to something useful with the clock though, FL would put the panhandle into the Eastern Time zone with the rest of the state.

As it is though, it will just be another PITA like Arizona trying to keep track of if the state is on Eastern Time or not depending on the calendar. It's a hassle calling AZ as they are Mountain or Pacific time but which.

Because there already is a law on this. If the current DST system is to be changed, the law needs to be changed.
