When the shootings were happening they did not know who the shooter was. So we have two separate systemic problems — failure to take action on the preventive front end and failure to take action to stop the shooter on the back end. Incredible.

Not necessarily. The identity of the shooter had to be known while he was firing, or based on his appearance when he arrived. Cruz left the school mixed in with other students who did not know, and did not think he was the shooter. Yet Cruz was identified and arrested soon thereafter - highly unlikely unless somebody knew who did the shooting while or before it was happening.
