Fence “Repair” would certainly be OK under the US Army Corp of Engineers but I am not sure you can use this color of money to start NEW CONSTRUCTION. We will indeed have to wait and see as this game plan unfolds. I hope it is true and I support Trump building the wall even if the libtards are on the court house steps Monday AM. Get this information out to ALL the voters in 2018 - the RAT party stands for eradicating the border completely. THEN if the corrupt GOP loses the House in Nov we know for sure that that commies have won their 58 year quest to overtake the USA. David Hogg is a sure sign the end might be at hand.

Not sure of the legalese of it all. “Legal” has become a rather ambiguous term with most of the Left now openly endorsing breaking of certain laws and extending it now to special privileges for those law breakers. How does one pick and choose which laws get enforced and which ones are flouted nowadays. All very tricky.

That said, perhaps the wall construction falls into the same area I’ve seen with home renovation. In some areas, the laws on razing and then building a new home more strict than renovating an existing home. The new home becomes subject to more stringent setbacks, etc.

I’ve seen many times where a single wall of an old building is left standing and essentially a new home is built up around it. It still technically is classified as a renovation and therefor does not have to meet the more stringent zoning requirements but is instead grandfathered in.

It’s not an illegal wall construction, it’s undocumented wall construction.
