The argument will surely center around interpretation of how representatives are allocated in the Constitution. And, in California, it will probably carry the day. And, perhaps in the Ninth Circus.

Ah. That answers my question. However, because he is advising California on legal matters, it is time for Judicial Watch to sue Holder for practicing law without a license.
It’s a national census. Holder can file his suit in any jurisdiction where he’s licensed to practice law, or in the jurisdiction where he lives if he chooses to proceed pro se. You can bet other AGs will jump on board this bandwagon.
