Who is "black"?
How much "black blood" would be necessary to claim reparations? One-half? One-fifth? Less?
Would recent black immigrants from Africa be eligible for reparations?
Should blacks be compensated for discriminatory practices after slavery ended? If so, why not the Irish, the Italians, the Slavs, and others who were similarly discriminated against when they first arrived?
Who decides all these questions? Congress? A "Reparations Commission" of some kind?
I'm sure you can come up with your own questions about how reparations would be divvied up in the real world. And that's the problem with the entire issue; it's not real. It's a fantasy - a bad nightmare that would divide and destroy the country far more than the KKK could ever dream of doing.

Here is a reparation plan I can live with:
1) Any living person who was held in slavery while slavery was the law of the land shall receive a one-time payment of $5.0 Million and shall be exempted from paying income tax for the rest of his/her life.
2) Any living person who is the biological offspring (son or daughter) of a person who was held in slavery while slavery was the law of the land shall receive a one time payment of $1.0 Million and shall be exempted from paying income tax for the rest of his/her life.
One-way coach ticket to Monrovia Liberia with a meal and a movie.

How far back in history should we go? Passover approaches, and reminds me that my ancestors were enslaved by Africans for centuries. A lien should be placed on any and all reparations they receive, and forwarded to my folk.
