The answer here is complete and total cut-off of any and all American money to these countries. At least we shouldn’t be giving them a dime, but I’ll wager that we do anyway because we have an anti-American State Department.
Seems like an overly emotional response.
The US and the other countries concerned are probably just waiting for Palij to die, rather than spend the money on transporting, trying, and imprisoning him.
There might be moral outrage, but from a practical point of view it's understandable and I doubt there are any hard feelings between the US and the countries concerned.
