Wall/barrier/fence/....whatever. The idea is to stop border jumpers.
One of the main criteria that came out of Trump's visit to the prototypes was that the wall be see through.
You have to remember....Trump's entire life has been with "buildings"....and that means "solid".
When is a fence a wall? When it serves the purpose.

Looks about 25 to 30 feet high fence. That is lot taller than a “fence”. Jumping down from that height is risky to your bone joints.
