That wasn't an apology to Obama. WAPO tried to make it such but it was an apology to others who didn't appreciate the streetfighter language that the Nuge chose to use. So Ted clarified his statement and 'apologized' to others but not to Obama.

"I do apologize – not necessarily to the President – but on behalf of much better men than myself" <-- not an apology to Obama.

"Nugent said he apologizes "for using the streetfighter terminology of 'subhuman mongrel' instead of just using more understandable language, such as 'violator of his oath to the Constitution'." <-- Clarifying his statement, not an apology.

Later, he is said to have conceded and apologized to Obama but it was not genuine. He was more concerned with the optics he had created in the circle of the Texas republicans he admired.
