Nope. One dum bass experiment from the height of the Cold War (when they were trying to counter every Soviet tactic: Nuclear, Biological, Chemical and conventional) does not equate to they must now be spraying the entire USA, even the homes and families of the aviators/airman doing it.

I worked at the DIA, for goodness sakes. I was in charge of the highly classified computer room databases—where everything HAS to be stored (back in those days (1980s). We had a lot of very interesting projects and missions stored and manipulated, but nothing about killing, experimenting or spraying fellow citizens.
And don’t say, “Oh, yeah, well they wouldn’t store THAT information there...” Because such an effort would take a huge amount of resources and government work—which ALWAYS has massive amounts of paperwork written and signed by every echelon of the chain-of-command and then all of that is put into the databases.
Such mundane things as “Can we deploy the First Fighter Wing right now due to an attack in the Middle East?”
We NEVER got back the answer: “No, they’re busy spraying bacilli on Kansas right now.” Find another Air Wing!”
Think about it and rest assured that something like that isn’t doable without leaking from a thousand different soldiers, sailors, airman and marines, as well as civilian government workers, who might not want their loved ones poisoned/infected!
