Read Andrew McCarthy at National Review on the “you’re not a target” game. It only means that they don’t have enough evidence to bring charges against you. Comey played the same game while he was trying to dig up dirt on Trump, all the while assuring him that he wasn’t a target. Once they find the information, he becomes a target.
Mueller: Mr President, we don’t consider you a criminal target at this point, but if you want this investigation to go away, come in a talk with our investigators.

The Mueller investigation is about inflicting political damage, and making support of Trump into a dangerous, expensive proposition.
If Mueller had evidence of a crime by Trump, we’d have heard the leaks splashing like Niagara Falls.
But Mueller has been at this now for nine months ...
i.e. It’s time to pull the plug.
Next time a special prosecutor is assigned, there needs to be a time limit, with an option to add time if evidence warrants it. There also needs to be a specific list of goals so they can’t start an investigation about russian collusion and, at the deadline, say they have found evidence of collusion with France so they need to keep investigating.
And, truth be told, the longer this drags on at this point, the more it hurts the D’s.
