California lawmakers proposed a dramatic change Tuesday in the standard under which police officers can use deadly force, in the wake of the fatal police shooting of Stephon Clark.
Joined by the grandfather of the 22-year-old unarmed black man whose death last month has sparked days of protests in Sacramento, legislators announced a bill replacing the current "reasonable force" rule with a stricter "necessary force" standard.
The legislation would authorize officers to use deadly force "only when it is necessary to prevent imminent and serious bodily injury or death -- that is, if, given the totality of the circumstances, there was no reasonable alternative to using deadly force, including warnings, verbal persuasion, or other nonlethal methods of resolution or de-escalation," according to Democratic Assemblywoman Shirley Weber of San Diego, a co-author of the measure.

Police retirement will go astronomical this year if it passes too.
Officers and deputies are coming out of the Southern California academies full of force tree programming and Pavlovian training to assume every person has a gun and will kill them if they don't kill the perp first. I think that local news media has finally forced the removal of the training clip where a perp pulls a gun from behind the baby they are cradling in their arms.
Replace all firearms with Blank firing Firearms ?
I would disagree....those near enough (say three years)....will stay around to reach retirement.
The rest? I would take a guess that fifty percent will review their resumes....start applying for out of state police jobs, and there’s going to be a problem in getting new police signed up. This lethal force discussion will be revisited in 18 months and quietly changed back.
It’s a shame that SOME cops have to be they can’t just go around shooting people. That the definition of “necessary force” would have be part of their training.
Ya, because letting desk jockeys determine the Rules of Engagement for the guys at risk has worked out so well in the past.....
Lets try a little education.
Stop when told to stop.
Follow orders when they’re given.
Don’t run
Keep your hands out of your pockets.
Stay in your car till told other wise.
Replace police with the legislators who pass theses type bills. Let THEM put their life on the line.
What an utter nightmare for Cops. Especially white cops. Imagine, a white cop shooting a minority in California and the likes of say.....Al Sharpton or La Raza gets to determine if the shooting was justified? Chick Hearn used to say, you got 2 chances, slim and none and slim just left. Good luck with this....

We discussed this Sunday at the family gathering. Most were under the impression that this kid was just sitting in grandmas backyard reading the bible and filling out college applications.
None of them had seen the immediate footage that showed a helicopter following this guy as he ran from police from one yard to another jumping fences.

Let's start with the cops, they're supposed to be smart and courageous, it should be easy.
3% at age 50 safety retirements are lucrative.
I think the Peace Officer Safety Training needs to overhauled and overseen by regular citizens. Seems to be a huge ‘us vs them’ mentality especially regarding 2A. Maybe LE should be a four year career and every able bodied person must serve. Uninterruptable gun cameras would be nice too. Good idea, review LE policies every 18 months.
Before coming to a conclusion I have to ask: did any penalty accrue to the officers who, without even identifying a target, put over 100 rounds into a vehicle occupied by two innocent people while they were on their mad hunt for Chris Dorner?
Did you miss a few rules though?
Like “don’t try to defend yourself if someone busts down your door in the middle of the night because it might be police raiding the wrong house who forgot to announce themselves”?
Or “make sure not to try to pull up your underwear if a cop is making you crawl like a worm down a hotel hallway, even if you clearly can’t possess a weapon because you are nearly naked”?
They got promotions, replacement ammunition, and new barrels for their guns.
It already is that way. If you or I had shot an unarmed man in our backyard then under the California Castle Doctrine we would be facing charges - manslaughter or worse. Why shouldn't police officers have to operate under the same constraints as civilians?
The result will be similar to the Ferguson Effect. Police will avoid contact with criminals at all costs to ensure there is no chance of any type of conflict. The people who will pay a heavy price are the residents of California, who will be at the mercy of ever more brazen criminals.
