What is the obvious difference between the 2 groups ?

The first group, the Fab Five, have been interviewed and shown the evidence of the crimes they have committed. They know they're in trouble so they singing for the IG in return for a better deal.

The smaller second group both have been fired and are not cooperating with investigators. And both of these guys are talking in public, Comey with his book, and McCabe through his wife's whining comments about how little Andy is being picked on.

McCabe and Comey are both going to jail. The Fab Five may be too but their cooperation may lessen their sentences.
