Sounds like he just used the bathroom and didn’t touch the little girl. In a ‘gender neutral’ area, that sort of thing is to be expected. In fact...its probably why normal people prefer to have single sex bathrooms in the first place.
You can’t exactly get all high and mighty when a certain type of creature does what they typically do in a setting created FOR THEM TO DO IT.
The main difference was then, they made a police report and checked store film and made a report to look for the guy. Today, why bother? Putting mirrors on shoes, masturbating in the next stall, and just watching the door for who goes in, was common even back then. Today, if mom doesn't go in with her daughter, or a woman go in with another woman, you are just foolish.
Don't think cause your daughter is now 12 you can continue shopping while she goes to the bathroom alone. Today, if mom isn't licensed to carry, what's the hold up? They even have surveillance film of them running from the restroom after attacks today.
BTW, do you really think every attack makes the 6 o'clock news? It's politically incorrect to even report this stuff today. If the guy is black, Hispanic, Muslim, or Transgender, you won't hear a peep. There is almost no downside for Target.
