When the headline first seen the image came to mind this was a flying crane which had collapsed. Now, realizing ‘twas one used for construction, feel more than a little foolish.

This one is 849 pounds. But your point is taken...this small automotive one wouldn't be found on a job site.
On a site like this, that crane is used mostly for area wide lifts of mostly light weight items like a pipe or beam in the lay down area that is shown. That is also not a giant crane. Definitely operator error, he should know his boom length, lift weight and use corresponding charts inside of cab showing maximum boom angle.

After watching the video several times, I noticed the crane didn’t tip over directly over the front but went down off to the right. It does not appear to be a crawler crane but rather a wheel crane and if so I wonder if the out rigger cylinder failed during the lift. Blowing a seal could have definitively caused that incident.
Whenever I have rented ones about the size of the one they dropped they are heavy enough that if all you have is an F 150 size truck (1/2 ton pickup) the rental yard will not even hook up the trailer. F 250 is minimum truck size to tow one. This implies about a 4000 lb minimum weight.
