This report is about McCabe's leaks against Obama officials.
Naturally -- that's the kind of leaking the Deep State doesn't like. Leaks against one of their own. Leaks against the minions of The Precious.
So it's all about leaks that McCabe authorized certain underlings to make to the Wall Street Journal. The WSJ had published (on October 25, 2016) an article by Devlin Barrett noting that McCabe's wife had gotten huge donations (I think between $500,000 and $700,000) from Hillary Clinton's bagman Terry MacAuliffe for her election bid, and yet McCabe refused to recuse himself from overseeing the Clinton email investigation or the Clinton Foundation investigation.
Importantly, the existence of the latter had not yet been made public. Comey had been asked about it and refused to confirm or deny any such investigation.
McCabe wanted to clear his own name of the charge of unethical behavior, and, so, decided to engage in unethical behavior by rebutting the WSJ story by claiming that Obama officials were pressuring him to shut down the Clinton Foundation investigation, and McCabe, heroically, resisted.
That's his claim, anyway.
But the leaks he authorized -- through someone the report only notes by her position of "Special Counsel," so I'm gonna guess he did this through Lisa Page -- confirmed that there was in fact a Clinton Foundation investigation, despite the official FBI policy being that this was non-public and not to be talked about, and also relayed the contents of this alleged phone call in which the Principal Associate Deputy Attorney General (called by his position, "PADAG") tried to get McCabe to back off the investigation and McCabe, supposedly, refused.
Note that if this is true, we have Obama officials attempting to pressure FBI officials to drop an investigation into Obama's would-be successor, Hillary Clinton.

Yeah, maybe there will be anti-Trump leaks actually investigated.
And maybe there is an investigation into whether DOJ and FBI personnel put their thumb on the scales of justice to benefit Hillary and the Clinton foundation.
But it's worth pointing out as Ace does that what we have so far, is a case in which McCabe believe it or not actually stood up for FBI field agents in the face of DOJ telling him to shut down the investigation into the Clinton Foundation, by leaking his side of story.
And THAT is what the OIG has focused on - a leak that was contrary to the Clintons' interests.

I thought the lovebirds were discussing an insurance policy in Andy’s office? I assumed the release of the Trump Investigation July 2016 document would expose more wrongdoing? Are they still spying on Carter Page?
McCabe fired for lying? If that is the only thing he did wrong.....this whole exercise of exposing the obvious abuses is more kabuki theater.
Everyone put their eggs in the IG report. And the only person fired thus far was McCabe. Not for being a dirty cop, but for lying. I no longer have faith in the IG report(s) to come or any new information regarding deep state crimes. These jacka$$es are foolishly letting the clock tick away with no consequences or real criminal prosecutions.......
Excuse my pearl clutching but I’ve seen this movie before. And the IG report missed many things Andy had his hands in. I pray I’m wrong about this situation.
The O.I.G. spent a year and produced 1.2M pages for that?
While the leadership (an oxymoron at this time) neglect the real issues of the day; huge deficit spending, geopolitical challenges and an immigration disaster, the MSM is preoccupied in destroying the only person that seems willing to deal with these issues. Congress is a joke, the DOJ and FBI are so far afoot of their real mandate we should all be horrified. The American experiment is at a fragile time in history and I fear the tyrants will win.
Uh, no. This was a “secondary report” that proceeded from the “Primary report” which will be released in May.
We have an official schedule now, at the end of which the IG will make himself available to congress to summarize the report and answer questions. The IG does not prosecute. The real issue is what the prosecutor does with the information once the IG releases it.

The main part of the IG report is due in May. The FISA abuse investigation report will come later.
The IG investigation which pre dates Sessions and was commissioned during the obama administration was to be Sessions ‘ big gun to bring the the black hats to justice. Everything the “Sessions has a plan and just be patient” crowd hoped for was based on indictments stemming from Horowitz’s report.
