Because all leftists from around the globe only know how to combat things is to make laws against them. Then when they don’t enforce those laws and the laws are ignored, they create even more laws. With the thinking that the previous law wasn’t written correctly. It’s an endless game for them, because they never learn that laws that aren’t enforced do absolutely nothing. No matter how they are worded or the penalties they say the law will carry if broken. The purpose of the laws is not to reduce crime. The purpose is to render the law-abiding defenseless against mob violence. The ruling class wants a docile, non-rebellious, working/middle class.
Keep in mind that common crime DOES NOT AFFECT the ruling class, safe in their gated communities and well-guarded luxury apartment buildings.
At some point in time though the law-abiding abandon that stance. Yes you are correct, the laws real intention is to make those who will do so, submit, or be labeled as criminals themselves. The problem with their thinking though is they never know who has submitted and who has chosen to be law breakers. Which is why our 2nd amendment shall not be denied in this country. Because more of us are just as likely to decide we will become law breakers. 8>)
