Could domestic terrorist acts be instigated and aided from outside the country? Could domestic terror be committed by foreign-born citizens or residents? How do you decided whether terrorist acts are domestic or international? Indeed, what makes a crime terrorism in the first place? For example, is a high school bomb threat a terrorist act or a prank?
