The folks from the more conservative northern/sierra's part of the state are more in favor of this plan.

True, however...this Cal 3 proposal puts San Francisco and Sacramento counties in "Nor Cal." The populations of those two counties alone would dwarf the others and therefore be ultra blue overall.
A far better option is the State Of Jefferson.

I’m thinking it might be the other way around. The counties and cities that are bucking the, Sanctuary policies, are in the Northern and Southern California states. A little aggressive enforcement and the illegals could start moving to the new, California. A significant portion of those areas are Conservative, so who knows.
Now, if they could just move the border of Washington and Oregon and have it cut the states in two, going North to South, that could be two more Republicans. Give the radical Leftists the coast and give the farmers and ranchers the east side, where they already live and they won’t be effected by the loonie policies of the liberals.
I agree that the entire bay area has to go to California and let the remainder of N Calif form a state on its own.
Would these three or four pieces automatically become states or revert back to territorial status pending admission to the Union? As territories, their “delegates” to congress would have no votes on important issues. Then the GOP could perhaps block admission of California pending endless study committees.
In the final division, the counties along the coast, encompassing the counties north of Monterey and south of Marin, including San Mateo slightly inland, should not be part of “Northern California” but left with their Liberal cousins in the new California. That should make for just two Dim senators for “California” alone. That would also leave San Fransisco Bay as a natural geographic dividing line along the coastal region between California and Northern California. I hope politically it is not too late for the proposition proponents to change course on that.
The map has San Francisco in the Northern California “state.” This means Northern California will be run by San Francisco, with its big city greater population. If I lived in northern Calif. I think I would be wary of this proposal.

Actually, it's pretty fair overall. The districts will not change, so the House stays as-is. The Senate now has 2 permanent D votes. In that 3-state plan, as you note, one would lean Right, and the other 2 Left. Thus, the Ds would get 4 Senators, and the Rs would get 2... each side goes +2. Overall, not terrible.
I could live with the demarcations for SoCal, but NorCal isn’t going to be real hot about accepting SFO/Alameda, Sta Clara or Sta Mateo.

YES. All the legal rights and privileges of a U.S. possession. Federal law will take care of the legislative law breakers as well as sweep the territory clean of any and all illegal invaders.
