As far as I can see, without reasonable suspicion or probable cause, an investigation is probably illegal.

‘Probable cause’ is the key phrase. To imagine all of this distance covered in 16-odd months...with no probable-cause?

What I’ll wonder about is if they had intel communications, but sent them around via unclassified emails (they’ve proven to have been this stupid on other things). If we get another ten days into this, and suddenly unclassified emails exist, this will turn into a bigger mess.
