It IS a joke - made up by shitposters on 4chan or something similar - but the media doesn’t realize it and is running with it like it’s serious.
The number of posts over at incels.me tells me that while it might've started out as 4Chan shitposting, if enough people think it's real, it is.
Clearly, that forum has given them an outlet.
