If something is done by executive order, not an act of Congress, how can a liberal judge decide that the next president doesn’t have authority to issue another executive order on that issue?

DACA was created via Executive action, nor EO. Trump and Obama were both illegal in using ea for DACA. Obama created daca, then Trump extended it 6 months letting it wind down. Trump should have 'ended' it day one. Just as Texas and the rest of the states should have sued Obama when he created daca, and should have not dropped the suit against Trump last year.
DHS[Obama admin] put out a memo. Trump had his own memo.

Dont know how many times this has to be said on here but DACA was not even an executive order. It was a policy memo to DHS. That has even less clout than an executive order. This whole thing is BS.

If president Obama could defer action legally, at any point action could commence. If the program intended cancelling action it would have been, CACA!
