Despite what they report, real communication likely went on behind the scenes. I see this as part of a flurry of high-level coordination (France, UK, Germany, Israel, Saudi Arabia, Jordan) that has been going on over the last week or two by Pompeo and President Trump. Quite exceptional.
I think they are formally notifying/briefing/coordinating about upcoming actions against Iran, probably including their forces in Syria.
