Does the Constitution allow this?
From what I remember of 2000 things would have come down to where the FL Legislature would direct the EVs to be awarded. So I would assume this will be US Constitutional.
However, I am surprised this does not require a state constitutional amendment.
What’s the difference? As long as the state is limited to its amount of EV...
