I think a parent is the best judge of the maturity of their seventeen year old. But this 17 year old was on a gay dating app. Not something you or I would ever permit. In the story there is nothing to suggest it anything but his age which prevented him from consenting. Going on the app certainly suggests he was prepared to consent to sex.
Notice too that I wrote I believe a 17 year old can consent to sex with a person who is 3 or 4 year older. Which is pretty much the limit. As for 16 same thing but with somebody 2-3 years older. Mind you I don’t think they should be having sex at all. I am debating this from a legal standpoint.
