Simple solution: Israel needs to change it’s tear gas canisters to Napalm. If the relatives cannot identify their “martyrs” they won’t be able to collect the $3,000. So then people will be less likely to accept the offer as they would not be able to collect.
Plus less people means it will also help the Global Warning problem.
