This is a form of political payoff. There is no way in hell that any publisher is going to recoup that money. Most publishers are lucky to break even on printing, binding, and distribution.
The only buyers for these books are institutional purchasers: libraries and such. It would not surprise me if 80% of the print run ended up in dumpsters, and 19% in cutout bins at flea markets and big box stores.
