I've never denied that the Senate has the power to deny the appointment of primary officers. That's their power of consent, of course.
Perhaps you worded that comment incorrectly too.
As I see now, the Senate does have the power by law to grant "department heads" (instead of the president) the power to appoint (and fire) inferior officers.
Perhaps that's what you are referring to.
And it's that point that I'm conceding.
Although I must say both myself and apparently Madison aren't/weren't big fans of that subclause.
