The Russian Soviets tried this for 75 years, on the surface it worked (unlike Christianity, the Koran actually encourages Muslims to lie about their faith to avoid persecution...until they work their way into positions of power where they can impose it everybody). However, as soon as the Soviet Union fell, radical Islam instantly returned as well.
