It may not be as bad as it looks. The cabal operates/survives by corrupting those at the top. Perfect example SES: Senior Executive Services. Started in 1994 as an elite group that would help every dept. of govt. only those at the very top of every dept. would be selected for the SES which has a GS15 rating and carries a salary of over 200k.
