His actions go beyond civil criminal, but are treasonous. He DID violate 18 U.S. Code § 2381 - Treason.
He worked with enemy governments (Iran, just for starters), and tried to overthrow an elected President of the United States.
Treason is a death penalty offense.
The only death penalty offenses today are for murder, espionage, treason, and large-scale drug trafficking.
Brennan, Obama, Hillary committed ALL of the above offenses.
Think about that.

I suspect there is enough dirt on any congressperson who has been there awhile, to use... or make it up as he goes... brennan knows how to do that.
