The ISS is nothing more than a zero gravity laboratory. It’s parked in a useless orbit allowing it to be accessed by as many countries as possible, but itself cannot access the rest of the solar system. It only has one window for viewing space. What we need is a base on the moon that could at least be used as a staging area for missions to the other planets and asteroids.

We went to the moon and sent robots to mars.
Nothing there but dirt and rocks.
I don’t expect to find much anywhere else, either.

Strap some rockets to it and send it into orbit around the moon.

Can the ISS be hauled to the moon and put into a lunar orbit to support development of a lunar base? We'd need to develop a space tug ship that can slowly push it out to the moon, but why not?

After all, getting it into space in the first place was the hard part. Why lose the investment now? Let it serve as a space port over the moon for lunar base construction.
