Were people grilling over charcoal in an area where charcoal grilling is prohibited?

And did an even larger crowd of people show up, grilling with charcoal in the same area, and dumping their coals in the street?

Was anyone cited, arrested or told to cease and desist?

Are air quality statutes enforced based on skin color now?
